Incumbent Governor Amor Deloso revealed that two and half mountains in Zambales were sold to China to built artificial islands in the Scarborough Shoal.

Deloso claimed that the Chinese have constructed an island of over 3,500 hectares out of two and half mountains in Zambales where the sources of materials used in the reclamation project came from.

He was alarmed for the military base and airport that was being built and immediately released orders to suspend mining permits in his province.

Department of Environment and Natural Resources (DENR) Secretary Gina Lopez said that the people involved in making transactions to China will be held accountable.

"Whoever was remiss in another country taking our soil to be used as their landfill [well] heads would roll," she said.
